In my opinion the Hongkong Government should ask that their passenger certificates be recognised by both the Imperial and Canadian Goverments and so bring them into line with Bombay, Bengal and Australian porte which have some form of modified law es regards life boats which seems to me to be the only thing in which we don't carry out the Board of Trade instructions.
